Her Majesty cannot condone the actions of the White Face Secret Society, but it was an inevitable repercussion of the militia’s unauthorized attack on a legitimate business, under the command of Shang Huan, Chief Minister of Justice, who also perished during the incident. Her Majesty construes Shang’s action, and the suspicious armament fabrication activity he and his men were involved in at the time of their deaths as a treasonous act against the throne, punishable by beheading. His death and that of all of the thirty-five militiamen with him are therefore only just, done to expose their unlawful activity to the throne.
The actions of the society members in carrying out what would have surely been Her Majesty’s sentences without Her knowledge is the only offense committed otherwise. In this matter, Her Majesty has decided to be forgiving.
